In France a railway employee went on a shooting frenzy, killing four people. Shooting began outside the city court of Tours and continued to a nearby railway station and post office. His motive remains unclear.

This attack is not to be confused with terrorism. Regional Governor Dominique Schmitt stated to BBC news: ``What we have here is clearly a case of someone gone mad. This is a deranged man who shot people at random. He was very depressed and quite fragile.''

The man was taken away by stretcher after being cornered and arrested by armed police in an underground car park. Police reported that the man said to have no recollection of the happenings.

Since the September 11 catastrophe in the United Sates, security in France has been tightened under a plan known as Visiparage.

Prime Minister Lionel Jospin denied that this incident was a security breach.
